Prozessreviews als Instrument der Evaluation von Organisationseinheiten im Rahmen des Prozessmanagements einer tertiären Bildungseinrichtung (ePaper)

Abstract: 

This article examines the use of process reviews as an instrument for evaluating organisational units in educational institutions, specifically using the example of the Training Centre for Administration (AZV) in Schleswig-Holstein. Since 2021, AZV has been using systematic process management to optimise administrative processes as part of a digitalisation project. Initially, 35 core and support processes were modelled. Their evaluation and further development was then institutionalised in the form of process reviews.
Process reviews are conducted at regular intervals to assess the maturity and degree of implementation of the target processes. They take place in structured, moderated meetings in which the employees of the relevant department meet with the evaluation team to reflect comprehensively on the processes. This procedure promotes the exchange between the organisational and quality development experts on the one hand and the various specialist administrations on the other. It also creates transparency about process progress and obstacles.
The reviews are based on the standards of the German Evaluation Society (DeGEval), which include criteria such as usefulness, feasibility and fairness. The first results of this format can be seen in the stronger orientation of employees towards the documented processes in their work. This is not only due to a better understanding of the process flows, but also to the greater acceptance of the processes as a result of the intensive involvement of employees in the reviews. At the same time, there are challenges, such as the time required and the lack of specifications for publication. The article therefore concludes with an outlook on the further development of the process, in particular through improved documentation and the integration of specific key figures in order to further increase the accuracy of the evaluations.
