Abstract:
This paper examines the role of generative artificial intelligence (AI) in higher education management from a procedural perspective. It argues that the effective use of AI depends less on technological capabilities than on the degree of process modelling. To structure the analysis, three levels of AI use are distinguished: individual application, organizational embedding, and integration into management and administrative procedures. The paper further situates generative AI within a broader spectrum of digital approaches and highlights its specific strengths in handling unstructured information. A case study on procedures in research funding illustrates how AI supports, but does not replace, decision-making. The findings suggest that AI should be understood as a tool for enhancing, not substituting, procedurally grounded decision processes.
