Abstract:
This study analyzes reform proposals for teacher education at universities as outlined in the government agreement papers of Germany’s 16 federal states (“Länder”). Three categories emerge in the analysis: 1) increase of the numbers of graduate students in teacher education programs, 2) development of content in teacher education programs, and 3) reform of the structure of teacher education. These reform proposals reflect a shift from universities as organizations of academic knowledge transfer towards universities that are open to requirements of society.
