Abstract:
German higher education institutions face structural pressure from digitalisation, demographic shifts and changing stakeholder expectations. This paper argues that digitalisation operates as a strategic lever for organisational transformation rather than a mere IT task. Based on practice-based evidence from administrative reform at a German university administration, four interlinked fields of action are proposed: organisational structure (matrix arrangements, transfunctional teams), large-scale digitalisation projects (ERP, electronic records management), methodological competence (agile approaches, transformational skills) and agile process management as a continuous task. Together, they describe how structural, procedural and human-centred interventions interact to produce sustainable change in agile higher education management.
