Vorläufige empirische Befunde zu Berufungsverfahren an privaten HAW in Deutschland

Abstract:
This article examines appointment procedures at private universities of applied sciences (pHAW) in Germany, focusing on the tension between legally mandated quality standards and market-driven dynamics. While appointments are widely regarded as decisive for institutional profiling and academic development, little research has addressed their role in the private sector. The paper first situates pHAW within the heterogeneous German higher education landscape, highlighting their regulatory obligations and strategic positioning in a competitive market. Appointment procedures at pHAW formally mirror those at state institutions, requiring a “triple qualification” of doctorate, professional practice, and teaching competence. However, empirical evidence suggests greater speed and flexibility, influenced by institutional autonomy and, indirectly, by private sponsors. Market pressures, demographic change, and the absence of a defined career path have intensified competition for qualified candidates, leading pHAW to emphasize applied orientation, flexible contracts, and recruitment pragmatism. The study underscores the hybrid nature of appointments at pHAW, combining academic rigor with market responsiveness.
