Abstract:
This article uses the Open Resources Campus NRW, a central platform for 36 public universities in the federal state of North Rhine-Westphalia, as an example to discuss how teaching and research institutions can provide strategic direction, even when current circumstances suggest that an explicit strategy process is not yet likely to be successful. In this case, the normative framework established in the strategy discourse was employed and combined with the OKR framework. However, the findings indicated that this combination is not effective in practice and only partially achieves the objective of providing strategic orientation.
