Abstract:
Public universities are increasingly struggling with declining demand and structural inertia, while private universities and colleges governed by private law are gaining ground. They benefit from more flexible structures and proactive internationalization strategies. From a higher education policy perspective, this article explains why private universities are particularly well positioned to respond to the challenges of a shrinking education market — and what structural factors make this possible. While private institutions are seeing significant growth, many public universities — depending on their location and subject focus — are confronted with stagnating or even falling student numbers.
